Studios and casinos are separate companies answering to separate regulators, and mixing them up is the commonest slip in this part of the subject. Which studios supply titles seen in Philippine-facing lobbies, what each is genuinely licensed to do, and whether any publishes a return-to-player figure you can check, is what these pages cover. There are 5 pages below.

Each of the 5 pages deals with one entry and does not roll several together. Each “not published” field above has an explanation on the entry’s own page, naming the party who would have had to publish it.

Each entry in a paragraph

Each gets a short rundown, enough to show you which page merits a visit.

JILI explained

No founding year is given and no headquarters is stated. Its output is slots, fishing games, table and card games, and bingo.

Its page opens with a first record of PAGCOR (Electronic Gaming Licensing Department). JILI has titles in the set of electronic games that PAGCOR EGLD lists as approved.

It publishes no RTP. No figure is quoted here for its titles, and the numbers going round elsewhere are third-party estimates that contradict each other.

JDB Gaming explained

No founding year is given and no headquarters is stated. Builds fish shooting games, slots.

Its page opens with a first record of PAGCOR (Electronic Gaming Licensing Department). A published list of approved games sits on PAGCOR’s own site.

It publishes no RTP. No figure is quoted here for its titles, and the numbers going round elsewhere are third-party estimates that contradict each other.

PG Soft explained

Founded 2015, based in Valletta, Malta. Builds slots.

On its page, Malta Gaming Authority is the record that comes first. Licence number MGA/B2B/435/2017 belongs to Pocket Games Software Limited (C 76195).

Because it publishes RTP, any figure quoted for its games can be traced back to the studio. RTP is published by PG Soft in its game data, yet the page a visitor sees does not display it: the visible field is a blank dash, and the figure sits in the data the server sends with the page.

Pragmatic Play in full

Founded 2015, based in Gibraltar. Its product range covers slots, live casino, bingo, crash games, virtual sports.

On its page, Malta Gaming Authority is the record that comes first. Pragmatic Solutions MT Limited possesses the licence numbered MGA/B2B/619/2018.

Because it publishes RTP, any figure quoted for its games can be traced back to the studio. Pragmatic’s own game pages carry a single RTP per title, and it is the highest value in a set.

The FA CHAI Gaming entry

Founded 2019, and states no headquarters. Its range is slots, 3D fishing games, arcade games and table games.

The first entry on its page is Curacao Gaming Authority. The licence, numbered OGL/2024/1184/1010, is held by the operator of FA CHAI’s site, WiseInNet Technologies B.V.

Because it publishes RTP, any figure quoted for its games can be traced back to the studio. Among these seven studios, the one whose figures are easiest to check is FA CHAI, as RTP is shown directly on its public games listing..

There is no need to simply trust anything on this page. Each licence claim on these pages was taken from a public register, and those registers are open to everyone:

  1. If you want to check a Malta licence, search the MGA authorisation portal under the company name, since the brand name won’t match. Often the licensee is a subsidiary under another name; Pragmatic Play’s Malta licence belongs to Pragmatic Solutions MT Limited, and nothing called Pragmatic Play holds it.
  2. If you want to check a UK licence, search the Gambling Commission public register with the account number. A record for an active licence lists its activities with the start date of each, and any regulatory settlement against the holder shows on that same record.
  3. If you want to check a PAGCOR EGLD listing, the studio’s approved-games PDF on pagcor.ph is where to look. Check what it approves: game content for licensed operators. A studio holds a licence only if the document says so.
  4. If you want an RTP figure, the place to look is the studio’s own page dedicated to that title. When the figure is missing from the source, no comparison site can fill it in, and when two comparison sites contradict each other, that contradiction is itself the finding.

The thing most often got wrong here

Most important of all is keeping a PAGCOR operator licence and a PAGCOR EGLD listing apart in your mind. Being on an EGLD listing signals that PAGCOR has cleared a studio’s game content for the operators it licenses. It is not held by the studio as a licence, and any casino carrying those games gets no mention from it.

Just four of the seven studios below have nothing beyond that. Their pages state this plainly: PAGCOR listed and PAGCOR licensed differ by a single word yet are worlds apart, and the second is usually what a reader hopes to have found.

Finding game providers at JL4

  1. Once you are signed in at JL4, the game lobby is the next screen to open.
  2. Pick a studio in the lobby filter, or type a title into search.
  3. Read a game’s stake range and paytable on its info screen, and do it ahead of playing.
  4. Decide a session budget before anything else, and stake low when you try a new studio.

FAQ

Which of the studios listed here put an RTP figure on public record?

PG Soft, Pragmatic Play, FA CHAI Gaming. The others don't, and this site gives no RTP for their games instead of lifting one from a comparison site.

Does a studio licence protect a player?

Not directly. A studio licence is held by the company that makes the games, and that is all it covers. Players who need recourse deal with the operator's regulator, and that is a separate licence belonging to a separate company.

Does JL4 carry all of these studios?

Open Games in the JL4 lobby: each game tile names its studio, so you can see which ones are live for you. These pages build each studio's description purely from its own published record.

PAGCOR licence or PAGCOR EGLD listing: which is which?

For operators that PAGCOR licenses, an EGLD listing signs off a studio's game content, and that is its whole meaning. Operators are the ones that hold a PAGCOR licence, and it permits them to run a casino. Four of the studios here hold the first, and not one of them holds the second.

What accounts for studios here that list no founding year or headquarters?

Because they do not publish one. On their own sites, JILI and JDB Gaming give out neither. Affiliate listicles circulate figures for both without a primary source, and none of them is repeated here.

Is a game fair just because it has GLI or BMM certification?

Having an independent test laboratory run the random number generator and the paytable against a standard is what this refers to. It carries weight but it is a separate thing from a licence, and neither tells you anything about the operator that hosts the game.
