JL4 Responsible Play: Limits, Exclusion and Help Lines
Responsible play at JL4 begins before the first deposit, with a few decisions that cost nothing. You must be 21 or over, you should know what you can afford, and you should know where help is if play stops being fun. This page gathers PAGCOR’s published reminders, its exclusion programs and the help centres it names, as read on its pages on 29 September 2026 and 1 October 2026.
PAGCOR’s four reminders
PAGCOR’s responsible gaming page opens with four reminders. They are short on purpose, and they work as a checklist you can run through before every session.
- Gambling is not a source of income.
- Set time limits for each gambling session.
- Never borrow money or use all of your resources for gambling.
- Don’t chase your losses.
To put the second and third into practice, work out a session budget and a stake size first. The bankroll management meaning page explains the idea in plain terms.
Who may not gamble
PAGCOR lists the persons prohibited from gambling. If you are on this list, do not play, whatever the lobby allows.
| Prohibited from gambling |
|---|
| All government officials and employees |
| Members of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) |
| Persons under 21 years of age |
| Persons listed in the National Database of Restricted Persons (NDRP) |
| Gaming Employment License (GEL) holders (PD 1869, as amended) |
PAGCOR’s exclusion page carries the line “Gambling for 21 years old and above only”, and the lobby’s footer also says players must be at least 21.
Warning signs
PAGCOR describes problem gambling as spending or betting more than you meant to, gambling for longer than you planned, and trying again and again to win back what you lost. It can lead to debt and missed bills, and it can strain your relationships with family. Thinking about gambling constantly, or feeling anxious or hopeless about it, are further signs. If any of this sounds familiar, stop playing and use one of the options below.
Self-exclusion and family exclusion
PAGCOR runs two exclusion programs, and both end automatically when the period you chose is over. Self exclusion is for you, and family exclusion lets a spouse, child or parent apply for someone who needs help.
| Program | Who applies | Periods you can choose |
|---|---|---|
| Self exclusion | You | 6 months, 1 year or 5 years |
| Family exclusion | A spouse, child or parent | 6 months, 1 year or 3 years |
The first six months of a self exclusion are irrevocable. PAGCOR’s Online Self-Exclusion Application portal is www.osea.pagcor.ph. PAGCOR states that an exclusion is applied across all sites licensed and operated by PAGCOR, so to see whether a brand is among them, check its name against PAGCOR’s published lists. For the steps and the documents asked for, read our page on family exclusion with PAGCOR, and for the family form, PAGCOR’s page gives the e-mail address itself.
PAGCOR-accredited help centres
PAGCOR names these centres on its pages. Numbers and websites are as printed there.

Before a first deposit
Read the cashier screen to see the limits that apply to your deposits, and set your own below them. Decide your session length and your stake before you open a game, and stop when either runs out. If you are not sure whether a session is still fun, take a break and come back another day.
How this site is written, and what it does and does not read, is set out on the about page behind this guide.
